Start with the owner’s goal

What outcome does the owner actually want?

What choices exist today: hold, sell, refinance, entitle, develop, or partner?

What must be decided now, and what can wait?

Find the assumption that could hurt the project

Which entitlement, cost, schedule, financing, rent, or sale assumption could materially change the plan?

What evidence currently supports it?

What result would make the assumption unacceptable?

Choose the next check

What study, meeting, estimate, or legal review will reduce the uncertainty?

What decision will that expense support?

Who owns the check, and when is the answer due?

Look at the money and the downside

How much cash is required before the next meaningful approval or financing event?

What guarantees, dilution, control, or liquidity could the structure require?

What happens if the exit is delayed or the expected price is unavailable?

Agree on what happens next

What result supports continuing?

What result requires a pause or a different structure?

What result should stop the project before another commitment is made?
